Victoria concessions, exemptions and surcharges

First home buyer exemption and concession

No duty on a new or established home with a dutiable value up to $600,000, then a sliding concession to $750,000. You must live in the home for 12 continuous months starting within 12 months of settlement.

Principal place of residence (PPR) rate

Owner-occupiers buying between $130,000 and $550,000 pay a cheaper schedule — 5% rather than 6% in the main bracket — saving up to $3,100 at $550,000. Above $550,000 the PPR rate stops and everyone pays the general rate, which is why the two columns in the table match from $600,000 up.

Off-the-plan concession

Duty is calculated on the land-plus-construction value at the contract date, not the finished price, for contracts signed before 21 April 2027. Open to all buyers including investors, with no price cap for that window.

Foreign purchaser additional duty

An extra 8% of the dutiable value for foreign purchasers of residential property. Not modelled here.

First Home Owner Grant — $10,000

For a new home up to $750,000 that has not been lived in or sold as a residence before. Established homes do not qualify; they use the duty exemption and concession instead. Confirm on the SRO.

First-home rule in one line: No duty to $600,000, then a sliding concession to $750,000. The off-the-plan concession has been extended to contracts before 21 April 2027 and is open to all buyers, including investors.

Where duty sits in the purchase budget

Duty is paid in cash at settlement, so it reduces your deposit rather than being added to the loan. On a $800,000 home with a 10% deposit, $43,070 of duty is the difference between a 90% loan and one closer to 93–94% — often the line between paying lenders mortgage insurance and not. How much is stamp duty on an $800,000 house in Victoria?

$43,070 on the general rate, which applies to owner-occupiers and investors alike at that price because the PPR concession ends at $550,000. A first home buyer at $800,000 is above the $750,000 concession ceiling and pays the same figure.

Do first home buyers pay stamp duty in Victoria?

Not on a home valued up to $600,000, new or established. Between $600,000 and $750,000 a concession reduces the duty on a sliding scale. Above $750,000 the standard schedule applies in full. Eligibility mirrors the First Home Owner Grant rules — at least one buyer must be an Australian citizen or permanent resident and none can have owned a home in Australia before.

What is the PPR concession and who gets it?

A lower duty schedule for anyone who will live in the home as their principal place of residence for 12 continuous months starting within 12 months of settlement, where the dutiable value is between $130,000 and $550,000. The saving peaks at $3,100 at $550,000 and disappears above it.

Is Victorian stamp duty higher than NSW?

At most prices, yes. Victoria charges 6% on value above $130,000 and a flat 5.5% of the entire price from $960,000 to $2m; NSW charges 4.5% above $387,000. On $1,000,000 Victoria is about $55,000 against roughly $40,000 in NSW. The first-home thresholds also sit lower in Victoria — $600,000 against $800,000.

Where do these Victorian figures come from?

The State Revenue Office land transfer duty current-rates tables for non-PPR (updated 11 December 2025) and PPR (updated 19 March 2026), reproduced as bracket arithmetic that returns the SRO's published $3,100 PPR saving at $550,000 exactly.
